Job Nyasimi Momanyi is a University graduate in Law from Moi University-Eldoret, Kenya with postgraduate diploma from Kenya School of Law, and is currently pursuing his Master of Business Administration (MBA) In Strategic Management from the University of Nairobi.
Professionally:
Job Nyasimi Momanyi is currently a legal practitioner and managing partner in the Law firm of Nchogu, Omwanza & Nyasimi Advocates. He has been a consultant and involved in various activities with a number of International and local NGOs in Kenya and Somalia in different capacities.
He has traveled in some of the Eastern Africa (the horn of Africa) countries to work or represent these organizations in various conferences. He has worked for the Kenya National Commission on Human Rights now a constitutional commission, Labour Rights Foundation Trust, Oxfam Novib, Independent Medical legal Unit and Litigation Fund Against Torture.

He is a notary public, Commissioner for Oaths and an Advocate of the High Court of Kenya currently practicing Law in the firm of Nchogu, Omwanza & Nyasimi Advocates,
His Major agenda is to work for the good of Humanity through protection and promotion of Human Rights and Rule of Law, alleviation of poverty and Human suffering and to work in situations calling for ideals of excellence, total dedication, productive and creative thinking and policy-making.
He also believes in the implementation of projects, critical analysis and decision-making and offering Good Governance. He believes that Nyamira County can be the best all round in Kenya, given the opportunity to be the Governor in the 2013 General Elections.
Job Nyasimi Momanyi was born on 21st day of April 1979 at Kiabora Village Nyakenimo sub-location, Bokeira Location in Nyamusi Division North Mugirango Borabu Constituency in Nyamira County. He is happily married with one child.
Job Nyasimi Momanyi vied for a parliamentary seat in the year 2007 from North Mugirango Borabu Constituency. He has handled various complex cases on human rights which have set precedents in the Kenyan courts.

Job Nyasimi Momanyi Manifesto 2012
Background:
The promulgation of the new constitution on August 27, 2010 ended with it a long period of a rigid, bureaucratic and highly centralised system of governance that had deprived Kenyans any say on how the country's resources were managed. Pieacemeal reforms, including the establishment of the Constituency Development Fund (CDF) in 2003 - though welcome in several aspects - did little to give the people at grassroots any meaningful say.
Though the funds were meant for grassroots capital development Nairobi remained the focal point - with the powers to approve, adjust or reject projects. With the new constitution, a new level of government - the county - was introduced to bring not only the utilization of resources but also their management closer to the people.
The constitution created 47 counties across the country. Among the counties that the new constitution created is Nyamira, in the former Nyanza Province made up of three constituencies, namely, Kitutu Masaba, North Mugirango and West Mugirango.
Nyamira County:
A county is at its best when the bonds between the people are strong and the sense of national purpose clear. Today the challenges facing the County of Nyamira are immense. Our economy is overwhelmed by debt, our social fabric is frayed, our Infrastructure is in pathetic state, we do not have good schools from primary to college level, and our health facilities are wanting.
We do not have piped water and sewerage system, we do not have electricity in most of our homes, our environment is being polluted by ourselves and we are not enforcing our environmental policies, our towns are not planned, we do not have markets for our products, unemployment level is high and our political system has betrayed the people.
How will we raise responsible children unless every adult plays their part?

But these problems can be overcome if we pull together and work together. If we remember that we are all in this together. Turning around the current pathetic situation we find ourselves in today requires purposive economic, social and political empowerment of the people and thereby bridge the social and economic divide.
This does not need to wait - a quick and very firm fix of the broken systems in Nyamira County as is case across the entire country must be changed. Some politicians say: ‘Give us your vote and we will sort out all your problems".
I say: real change comes not from government alone. Real change comes when the people are inspired and mobilized, when millions of us are fired up to play a part in the County and Nation’s future.
Yes this is ambitious. Yes it is optimistic. But in the end all the Acts of County Assembly, all the Acts of Parliament, all the new measures, all the new policy initiatives, are just politicians’ words without you and your involvement.
An objective model for lifting Nyamira County out of its current state is of urgent necessity. It must address the key pillars of my candidature that are: Tackling Youth Unemployment, Economic Empowerment (Poverty Eradication), and Entrenching Strong Family Values, Targeted Infrastructure Development, Addressing Insecurity and Gender Mainstreaming.
This campaign will be about the people of Nyamira - a chance for you to take part in real decision making and forget the outdated politics of individualism and personal attacks for Politics of Development.
How will we deal with the unemployment and poverty crisis unless we understand that we are all in this together? How will we raise responsible children unless every adult plays their part? How will we revitalize communities unless people stop asking ‘who will fix this?’ and start asking ‘what can I do?’
Nyamira County will change for the better and become a Model County when we all elect to take part, to take responsibility – if we all come together. Collective strength will overpower our problems. It is only when we come together that we can build our County of Nyamira, and eventually, overcome the challenges we face today.
Only together can we get the economy moving. Only together can we protect our independence. Improve our schools. Mend our broken society. Together we will make politics and politicians work better. And if we can do that, nothing will stand on our way. Yes, together we can do anything.
So my invitation today is this: Join me, to build a foundation for a new and responsive Government for the people of Nyamira. As the Governor I Endeavour to decentralize the functions of the county government and provisions of services to the extent that it will be efficient and practicable to do so.
It’s my believe that this is an element of good governance and an expression of democratic practice and effective and efficient public administration.
1. It is my firm belief that even though the constitution provides for decentralization, political decentralization to the local level is an essential component of democratization, good governance and citizen engagement which I Endeavour to encourage and implement once elected to the office.
2. I shall Endeavour to encourage participation through inclusiveness and empowerment of citizens as an underlying principle in decision-making, implementation and follow-up at the local level.
3. I Endeavour to establish and develop partnerships with all actors of civil society, particularly Non-Governmental Organizations (NGOs) and Community-Based Organizations (CBOs), Faith Based Organizations (FBOs) and with the private sector and other interested stake holders.
4. I believe that through my Knowledge, experience and Practice of law as an Advocate of the High Court of Kenya, Commissioner for Oaths and Public Notary, Consultant in Constitutional, Human Rights, Employment and Labour Relations issues I have the capacity for peaceful resolution of conflicts amongst the residents of Nyamira County and our neighbouring Counties and enhanced dialogue with neighbouring counties, and with the national government.
5. I Endeavour to discharge my tasks as a Governor in the County Government of Nyamira with a sense of responsibility and accountability to the citizens. At all times I shall ensure I maintain a high degree of transparency.
6. I shall ensure material and remunerative conditions of the employees of the county public service are guaranteed and good governance in the free exercise of their functions.
7. I shall ensure that there shall be in place a code of conduct that requires civil servants of the county public service to act with integrity and avoid any situation that may lead to a conflict of interests. Such a code should be made public.
8. I shall ensure that we have County Legislation, which provides mechanisms for enforcement of the code by both the county government and allowing the citizens to enforce the same is in place.
9. I shall ensure that we have County Legislation, which goes with the current modern democracies.
10. I Endeavour to defend the autonomy of our County and enforce the rule of law as per the constitution and the law established. Effective decentralization and local autonomy requires appropriate financial autonomy.
Community Radio:
11. Personally I believe in the right to access of information. It is my conviction that the residents of Nyamira will grow if they access information, especially that which touches on their county. I shall ensure that during my tenure as Governor I will ensure that we have in place a community Radio and television for purposes of relying information to the county residents.
Housing:
12. I fear that, in modern Kenya, our housing system divides us as much as our education system. We are divided by the ‘private’ and ‘state’ sectors. I have a believe that during my tenure as a Governor we should have an improved scheme on owning a permanent house with facilities such as electricity and water.
Economy:
13. Our past governments have left our economy in a mess. It is my focus that I shall work to ensure that we have our tea and coffee factories on truck and persuade investors and the county government on establishment of fruits processing industries for avocadoes, pineapples, passion fruits, bananas, guavas, tomatoes and racquets as well as milk processing plant.
14. I shall ensure that our factories and industries process and package our produces for the best returns to our people.
15. I shall encourage investors in the light industries to come and invest in Nyamira for their markets in Africa.
Our Environment:
16. I believe that we need to protect the environment for future generations, make our economy more environmentally sustainable, and improve our quality of life and well-being. I also believe that much more needs to be done to support the farming industry, protect biodiversity and encourage sustainable food production.
17. I will work towards a 'zero waste' economy, encourage county government to pay people to recycle, and work to reduce littering.
18. I will promote high standards of farm animal welfare. I will end the testing of household products on animals.
19. I believe we must develop our way out of the overdependence on firewood and oil, grow our renewable sector, and build more reliance on affordable electricity and solar power.
20. I will ensure that need to grow our infrastructure and new businesses must also take account of the potential for negative impact on our environment.
21. I will ensure that our wetland areas are well protected from disposal of refuse as well as encroachment for purposes of tree planting.
Communities:
22. We all have the right to live in safe, secure places, free from anti-social behaviour and I will support the role of local people in finding solutions where challenges do exist.
23. We are all part of communities in Nyamira County and deserve to be consulted in a meaningful way about how we evolve. I will continue to support the right of local people to contribute to local developments, planning and other issues that have a direct impact on their lives and where they live.
Education:
24. I believe in the critical role of free education in delivering people of all ages from poverty of hope, ambition, and belief in themselves.
25. I will provide education scholarships for needy but brilliant children, when voted into office as a Governor.
26. I shall endeavor to establish Community Information and Resource centres with libraries stocked with books, magazines, newspapers and audio and video CDs, Computer rooms with access to internet, Television halls and conference halls per Division to enable students and the public in general have access to books and other learning materials that would enhance their academic and intellectual work.
27. I am a passionate supporter of our colleges and the work they do in equipping our young people for the future and I will therefore endeavor to support such institutions financially, and ensuring building of capacities for the staff and ensuring they acquire necessary equipments.
28. I believe primary and secondary education should remain free for all who have the ability to study at that level. I shall ensure that the county government supports this initiative during my tenure.
29. I shall ensure that higher leaning institutions are established within the county.
30. I believe poorer families should have access to affordable or free pre-school childcare and nursery provision and I shall ensure that the county government supports this initiative during my tenure.
31. I shall ensure that the quality of teaching is improved; discipline restored and standards raised; I shall have programmes of empowering teachers; and close the gap between the richest and poorest pupils during my tenure as a Governor for Nyamira County.
32. Once elected as a Governor I shall ensure that the quality of teaching is improved by:
a. Attracting top graduates to the teaching profession.
b. Allowing schools to reward good teachers and deal with under-performing teachers.
c. Establishing and Developing Teaching Schools.
Culture, Olympics, Media and Sport (Nurturing and talent innovation):
33. I believe that a vibrant cultural, media and sporting sector is crucial for our well-being and quality of life.
a. I shall ensure that our county government establishes cultural museum and galleries which shall have free entry to protect access to our great heritage.
b. I endeavor to improve local sports facilities and support sports, art, drama and music clubs and development of stadium thus development of the society and creation of wealth-nurturing talent building the society;
c. I will cut red tape to encourage the performance of more live music and empower our local artists and give them the required exposure locally and internationally.
Health:
34. Health is a state of complete physical, mental and social well-being and not merely the absence of disease or infirmity. This is the definition of health set out by the World Health Organization (WHO). Going by this definition it is clear to see that achieving a healthy Nyamira County cannot simply mean the addition of hospital beds or the implementation of new machines, granted that these are also necessary.
35. I agree that we need more beds and more up to date machinery both in our general hospitals and our healthcare centers. We also need vast improvement to the case response time and the quality of treatment delivery. Medicines must also be kept up to date and readily available.
36. I believe our mental institutions must be completely revamped and updated. Mental health issues ranging from simple depression to schizophrenia and dementia are rampant in our society on every level. Our modified system must be able to deal with all these issues with much importance being put into correct diagnosis and most suitable treatments, as well as providing proper counselling methods and efforts placed into the de-stigmatization of being mentally ill.
37. I also intend to have properly equipped teaching and referral hospital and up to standard health centre in each division. Having a medical training institution will be one of my priorities if elected as the Governor for Nyamira County.
Transport:
38. I believe that a modern transport infrastructure is essential for a dynamic and entrepreneurial economy, as well as to improve well-being and quality of life. We need to make the transport sector greener and more sustainable, with tougher emission standards and support for new transport technologies.
39. I will introduce fixed traffic speed cameras as one of the effective ways of bringing sanity on our roads and making our roads safer, including authorizing arrests of those who drive on the kerps, pedestrian lanes or pick and drop passengers on the highway or undesignated places. And tackle rogue private sector wheel clampers.
40. Shall ensure that there is establishment of airstrip within the county for ease of transport and delivery of our products to the markets.
